Chief William R. Clayton
Treasurer
Chief Clayton retired from California Department of Fire [Cal-Fire] after a career spanning 50 years. During his service with Cal Fire, Bill served as Type I incident commander, commanding up to 5,000 firefighters on some of the largest fires in the Western United States. His largest assignment was the 272,000 acre Cedar Fire in San Diego County, where he personally helicopter and ground briefed The President, Governor, Governor Elect and the FEMA Director. Chief Clayton’s foreign fire assignments include: Australia, Portugal, Uruguay, Mexico and a Defense Advanced Research Projects Agency [DARPA] classified assignment to Iraq combat zone, forward operating base, 1st Cav. Division; for a Combat Command Study.
Bill has degrees in Master of Science and Bachelor of Science (Business Administration w/ a minor Geography) from San Diego State University.
His accomplishments and awards include:
- Highest and most decorated State Firefighter.
- Governor’s Medal of Valor: awarded by Gov. Arnold Schwarzenegger 2006 [multiple person rescue]
- Governor’s Medal of Valor: awarded by Gov. Pete Wilson 1998 [multiple person rescue]
- American Legion Award of Valor, Fire Rescue
- Calif. State Firefighters Assn. Medal of Valor, Fire Rescue
- American Fire Service Medal of Valor, Fire Rescue
- U.S. Congressional Achievement Award, Life Rescue
- Meritorious Award Cal Fire, Life Rescue [child]
Chief Clayton also has several State and International power lifting awards, and has coached power lifting in the Special Olympics.
Jane Marshall Carroll
Secretary
Jane Marshall Carroll, MA retired in 1995 after twenty five years in the field of teaching. Jane was head of the foreign language program at San Clemente High School and lead the accreditation program for Western Association of Schools and Colleges. Jane has a degree in Masters of Business Administration and two Bachelor of Arts degrees (English/French and French/Spanish) from University of San Diego.
Jane has served as a dedicated volunteer for many years throughout San Diego including Hospice and Ecke YMCA. In 1998, Jane joined the committee for “Spinoff”, an event which raises funds for cancer prevention and early detection for the five Scripps Hospitals in San Diego. Jane chaired the event from 2002-2007, during which time the revenue from the auction went from $400,000 to $1,400,000. Jane also worked as the Chair of the Stevens Cancer Center’s Advisory Board at Scripps Memorial Hospital, La Jolla from 2003-2007. She continues to be on the Board of Directors. Jane has been on the Board of Directors with Angel Faces since 2006.
Jane earned the Lifetime Achievement Award from Scripps Memorial Hospital La Jolla in January 2007.
